finally moved this package from RCS to CVS, so might as well do a
little touch up to exercise the flow, ya know...  README excerpt:

  This directory contains QA, some elisp and other files to ease QA tasks.
  QA is released under the terms of the GNU General Public License.

NEWS excerpt:

  - 0.8 | 2004-01-21
  
    - "make check" supported
  
          This target is to support standardization.
          It doesn't actually do anything at the moment.

i wonder if there are plans for an edb release after 1.21.  i see
