New package cl-lib for Emacs < 24.3

I have just installed in GNU ELPA a forward compatibility
implementation of cl-lib for Emacsen that don't come with the new
cl-lib.

This should hopefully make life easier for external packages which want
to move to the new cl-lib but don't want to drop support for Emacs < 24.3
(let's not forget that these are all released Emacsen so far ;-).

It should appear at http://elpa.gnu.org/packages/cl-lib.html tomorrow
but you can already go straight to
