You can.  It would be a crippled system (especially having in mind
that there's no reason to remove TeX), but you can.




it will be a system incapable of autogenerating its sofware, it will be like developing a system with visual basic  and saying that  you can run it, but you are not free to change it.

I agree that  is no  reason to remove TeX
