Sure, but is it necessary? someone downloading linux-libre should be
able to assume all firmware bundled in it is free software.
the file to modify is drivers/base/Kconfig if you'd like to send lxo a
patch to change the wording.
Again please note that issues in linux-libre should be brought up on
the linux-libre dev list for inclusion in future releases.
