First time

This is my first exposure to GNU software, and I am trying to install it on 
a windows platform.  Everytime I try to run configure command it gives me a 
"bad command or file name" error.  I don't know if this is the appropriate 
mailing list if not could someone point me in the right direction.  Or if 
you can help me get set up with the GCC compiler that would be great as 
well.
