Strictly speaking, it's not a "verbatim" copy :-)

I did say it was about pettyfoggery, didn't I? 
Like claiming that copying a file from a tarball into one's
own project is the same as a browser making a copy in its
cache, or that first sale and the unlimited availability
of "legal copies" of GPLed software allow one to avoid 
accepting the GPL for the purposes of copying and distribution.
