He can ask the authors for approval also if he wants to distribute a
closed source program, or a differently licenced program.

What he objects to is that he can't just take code for which he has
permission to use under the GPL and use it under different
conditions.  Tough.  But he need not content himself with the GPL: he
can always try to negotiate with the authors for different terms,
once he knows that the software fits his purpose.
