It is relevant in that it confirms exactly what the GPL says about
itself, i.e. you are not obliged to agree to the GPL to use the
software.  In no way does it contradict what the GPL additionally says:
"However, nothing else grants you permission to modify or distribute the
Program or its derivative works.  These actions are prohibited by law if
you do not accept this License."

This is totally consistent with Title 17 section 106.
