Well, that is pretty much the main problem with outsourcing: that it
does not really export the jobs, but only the work.  Payment, social
security, working hours, working conditions and all of that are not
necessarily maintained elsewhere.  Exporting work has similar
attractions to offloading toxic waste: it is mostly cheap because it
makes it somebody else's problem where somebody else does not yet have
built a conscience, not because doing it properly elsewhere would
actually be cheaper.
