You should ask Mr. GNU President. He is the only and final authority
regarding GNUtian list of "free", "GPL compatible", "GPL incompatible"
and other ("non-free") licenses. He has created a special terminology
(often called "GNU-speak") that redefines the meaning of existing words
like "free software" (RMS provides a definition of the term), and
introduced a new word "copyleft" (also with the definition)
demonstrating a real artistry in playing with word "copyleft": "real
copyleft" (GPL), "strong copyleft" (GPL), "not a strong copyleft"
(whatever), "non-copyleft" (a bad thing) and such pearls as "simple,
permissive non-copyleft free software license" or "a free software
license, partially copyleft but not really".

(GNG is a derecursive recursive derecursion which pwns GNU since it can
be infinitely looped as GNGNGNGNG...NGNGNG... and can be said backwards
too, whereas GNU cannot.)
