modified version of a public domain program? Or does it mean something

It means that *you* should use Google's search capabilities to compare
and contrast what the law says about public domain and copyright. You should make an attempt to research these materials on your *own*. I suspect that a few others in this group recognize where your continuing "what does it mean. . . what does it mean. . ." is leading.
