Verizon provides a URL through which firmware upgrades can be
downloaded. That URL contains "actiontec gateway", suggesting
that the firmware comes directly from Actiontec. Looking from
the outside, it cannot be said with certainty whether Verizon
incurs GPL obligations through this URL. The BusyBox authors,
who as parties to litigation were in a much better position to
know, decided that having Actiontec make the GPLed sources
available was sufficient.

Because you dislike the GPL, you would prefer to believe that
Verizon is deliberately violating the GPL and the SFLC is too
timid to pursue them, but there is no evidence that this is true.
