Except that the rights holders cannot demonstrate that the
GPL has been accepted, since it is a public license which
does not require communication of acceptance. That's why
compliance actions are about copyright infringement. Then
it's up to the copiers to assert that they have accepted the
GPL, in which case they are bound by its provisions.
