Your are right as rain!! Read GPL sec. 1 regarding the unmodified
verbatim library segments that are copied into the collective work!! GPL sec. 1 does *not* involve licensing of non GPL code.

Creating a collective work incorporating a copyrighted element is in no way making a verbatim copy of that element.

What happens to the static element such that it is "modified" code?

"If identifiable sections of that work are not derived from the Program, and can be reasonably considered independent and separate works in themselves, then this License, and its terms, do not apply to those sections when you distribute them as separate works."

The elements incorporated into the collective work formed by creating a statically linked executable file are not distributed as
 separate works.

Sure they are: http://ftp.gnu.org/gnu/glibc/. You can explicitly
compile each routine into a separate GPL'd "*.o" module by using
compiler options. These modules are then free for the World to use
by authority of sec. 1 of the GPL.

Sincerely,
Rjack.
