Of course it isn't. Voluntary dismissals, without or with
prejudice, are the routine outcomes of settlements. (With
prejudice when the defendant's lawyer is on the ball, so
that the plaintiff won't come back to reopen the case.)
Private settlements are seldom filed with the court. What
need is there for that?
