Dismissal with prejudice is perfectly normal in settlements.
It indicates that the plaintiffs agree that the issues are
settled and will not attempt to sue again in the same matter.

Fortunately, the terms of the GPL are enforceable.
Sez who?

The companies who have settled and come into compliance
rather than attempt to continue distribution of GPLed
code without complying with the GPL.
