Under the German copyright act ONLY EXCLUSIVE LICENSEES CAN SUBLICENSE.

Non-exclusive licensees can NOT sublicense no matter what the license
says.

For example, the MIT License

"the rights to use, copy, modify, merge, publish, distribute,
sublicense,"

is VOID regarding sublicensing under the German law.
