Blah blah blah.

The facts are that the planned theoretical maximum for S21 is 72 trains
per hour with practical target around 50 per hour at maximum. The
current peak hour utilization is around 47 trains per hour (that's
according to the protesters -- I don't know if the count of 47 is not
inflated). So the target of 51 is thus fully acceptable.
