I believe that Dokuwiki meeds best-in-class support for i18n.

(1) Is i18n possible? Yes.

It is possible to localize dokuwiki:
https://www.dokuwiki.org/localization

(2) Is l10n possible? Yes.

The current progress against the various languages is here:
https://translate.dokuwiki.org/dokuwiki

You can *immediately* submit translations to the developers via the
web UI for incorporation into the next release.
