Well, we recommend guile 1.4 because it's better and faster. We can't
help it that Red Hat packaged guile 1.3.x with their 7.x release.
LilyPond built for Red Hat 7.x will probably use whatever guile that
Red Hat shipped.

Yes, guile 1.3.x should work too.
