It's not only about J patterns but also about pattern with fixed values.
The minimum move value logic will produce a value slightly higher than
than the minimum move value, but this is then set back by the maximum
move value.
(Yes I know this is ugly.)

This concerns all patterns marked with "F" as fuseki patterns (most
patterns in fuseki.db).

But yes, we should not have two such mechanisms. Evan's experiment
showed however that the problem is an important one.
