the right place to ask would be the gtp mailing list, but
since the issue involves implementation in gnu go, i post
it here.

2.10 Empty lines
Empty lines and lines with only whitespace sent by the
controller must be ignored by the engine. No response must
be generated. Empty lines and lines with only whitespace
sent by the engine and occuring outside a response must be
ignored by the controller. Notice that pure comment lines
will appear as empty lines after the comment has been
discarded.

gnu go implementation treats lines with identity numbers
only (no matter positive or negative) as whitespace-only
lines. this seems reasonable to me, but either this
should be in specification, or we should change gnu go
implementation of gtp.
