The first word, GNU is ALWAYS capitalized because it is
an acronym. In fact, RMS asked us to change it. The
SECOND word, ``GO'' is capitalized because we are SHOUTING.
So I don't actually see this as inconsistent.
However I do think we can change it. I can do that before 3.4.
