Coming back to that thread for a minute: A table-wide unique
constraint on external IDs across all patients will NOT
happen in my branch.
The reason being that it is very well possible for different
patients having the same external ID.
However, I agree that
a) it needs to be checked on merging patients
b) it helps to be checked at patient creation
both of which will very much happen.
