It is a universal tool for creating diagrams - in our case UML diagrams. There is a tool called "PostgreSQL AutoDoc" (http://www.rbt.ca/autodoc/) that generates the Dia files automatically (and cross references HTML documentation of the entire database structure as well), but the placement of graphical objects has to be edited manually - the automatically generated one looks awfully messy.
Having such diagrams (similar to the ones used in MS Access where yu define table relationships) is very helpful for developers not familiar with the internal workings of teh database structure
