Actually, on second thought, I'd keep this as a main notebook
tab for the following reasons:

You're only likely to configure this for those workplaces
actually featuring a scanner or being likely to have any odd
TWAIN/SANE source (such as a camera) attached to them. In
*that* case you'll want to be able to access the tab rather
quickly.

OTOH, if you'll rarely ever use that functionality but do need
it available you'll have two options:

1) load it on demand via the "load any odd plugin now" button
2) change the order of plugins as you desire so that the
   rarely used plugins get pushed off to the right of the tab
   list

Other points in favour of keeping things separate:

1) office is actually too broad a category anyways (IMHO)
2) you want to be able to say: "this workplace does scanning
   while that one only does indexing", so you'll want to keep
   them as separate plugins
