There is one more issue I forgot to mention.

What do the active developers think about halting development of new features 
and completing/stabilizing what we already got? 

I was thinking about these topics:
work on patient handling
- gui patient input
- gui patient editing
- gui patient removal

archive completion
- gui correct misreferenced documents
- delete documents
- inform user about sucess/failure of import
- inform user about unreferenced documents
- document type filtering in the viewer

installation
- hack the proposed installers
- http://trific.ath.cx/resources/python/
