Sounds right. That's why we have packages for distributions.

If you are thinking of shell scripts to setup the database are several.
The two most helpful ones are:
bootstrap-latest.sh
upgrade-db.sh
If you are thinking of a shell script to configure *PostgreSQL* itself
(say, pg_hba.conf and/or postgresql.con) I'd say that's quixotic
venture. The local database admin really needs to know what they want.
There's no (useful) way around that short of using a separate cluster
for GNUmed which would mean running PostgreSQL *twice* on the same
machine.
