Hmm, then you can take a look at:
https://bugs.launchpad.net/bzr/+bug/230734
It shows that JoeUser can submit bug (even with reST attached file) with
the tag 'doc' for review of doc-team instead of writing directly into
wiki.
Works with just Internet and browser and requires only registration at
LP (same as with wiki) which can be used in greater number of situations
because LP offers more services and not for one project only.
If we want to be naughty, then we can extend the above scenario and say
that even core-devs can use it to submit their night-shift-notes in that
way. ;)
