In Canada, the same drug code may be used for a drug / dosage that can be 
administered by 2 routes. This is mostly encountered with liquids that can be 
injected multiple ways, maybe occasionally for something that can be taken 
PO/PR.

In Canada, this is addressed by normalizing "Routes" into a separate table.

The CIS.CIP workaround sounds like it will work in the old FD schema.

What about the new schema? Can ROUTE be normalized and offered as a 
concatenation of values within something like a GROUP BY?
