Municipality is urban_only in Australia. Urb is a non_word. People may
live in the 'burbs but that is urban only too.
Australian usage would understand 'Town / City / Suburb'
I have my surveyor son sitting next to me who says " 'Locality', but no
one is going to know what that means "
