Below see what shows up in the EMR journal.
1) is it intended, or simply a default behaviour, that the unasked allergy
status shows up at the bottom
2) are there any other situations where we expect "none' timestamp items to
appear in the Journal?
3) is it desirable and easy enough to position them at the top of the journal
output?
