If I understand correctly what you are asking for there's
two ways:

        - unaccent('Corumbá')
        - untranslate('Corumbá')

both of which do not yet exist as is.

        - map using a staging table created
          from what the source file provided

which can be created by the data pack.

What I don't yet comprehend is - exactly when do you need to

        using a SELECT, to figure out the referent record in
        dem.urb where that urb's name (in dem.urb) is 'Corumba'

?
