Commiting patches to the release branch.

I think I have changed my mind about committing patches to a release
branch. Before I only wanted patches committed to either the main or the
release branch, not both, so it would be easier for  me to merge the two
after the release.

Now I think we should do this: If you commit a patch to the release
branch, also commit it to the main branch (but not the other way). That
way, some patches in the main branch could be migrated over to the
release branch if they get tested enough. Also I would not have to do
the merge at the end.

Any comments?
