Hal thinks he found the cause if this on FreeBSD:
cd gpsd-3.23.1~dev; ./regress-driver -q -u test/daemon/passthrough.log
gpsd:ERROR: SER: gpsd_serial_isatty(7) failed: Can't assign requested

The FreeBSD isatty() os not behaving as specified in POSIX. Fix
from Hal pushed to git head.
There are still 2 small issues in gpsd/serial.c.
One report of autobaud hanging at 4800.
One report of serial port speed reported as zero.
I can not duplicate either, but fixes are being worked on.
