    Background for my claims regarding the intentions of the manual's
    authors:
    
    Trent Fisher's seem to be expressed in the earliest commit of what was
    then "doc/groff.texinfo".

    Werner Lemberg expressed them directly in email to Debian groff
    maintainer Colin Watson, and by updating this very file with a notice
    that I have not altered in substance.

    The third and most recent author of the manual is me.  I value the
    document bearing a license that is GPL-compatible for the reason
    expressed in this file.
