You may want to adapt this script to your circumstances. I ended up with cat > boot/grub/grub.cfg <<EOF insmod part_msdos insmod part_gpt search -s root -f /grub2/grub.cfg configfile /grub2/grub.cfg EOF for a Fedora domU.
./grub-mkstandalone --grub-mkimage=./grub-mkimage -o pvgrub2.xen -O x86_64-xen -d grub-core/ boot/grub/grub.cfgI also suggest export pkgdatadir=. before this so it looks in the grub source rather than the installed version.
Of course this may not help your current problem, though I can boot a domU guest with grub configured as above via the hvc0 interface with vnc enabled.
