i'm leaking this now to get feedback.  note that GUILE_PROGS sets a
shell var, which provides a way to modify the interpreter invocation.
also note the weird GUILE_SITE_DIR behavior.

let me know if this causes any problems... thanks!
(style tips welcome, too.)

to use, append to your project's acinclude.m4 and then in configure.in,
do stuff like:

  GUILE_MODULE_REQUIRED_EXPORT((ice-9 common-list), pick)
