ISTM a libxml extension is no more special than any other extension,
so if it belongs in the core, so does everything else.  But that would
make for a rather unwieldy package.  Each user will want a different
(and usually small) set of extensions to Guile, so I think it's best
to keep them all separate, just as CPAN is separate from Perl, and
just as libxml is separate from libc.  Then everything you want is
available, and those parts won't drag in too much else that you don't
need.
