Making an independent package is as simple as adding a standard comment header sensible autoloads and then either creating an el-get recipe (about 5 lines) that points to the github file, or posting the file to EmacsWiki (in which case the recipe is created automatically). It really shouldn't take more than a few minutes if you've done it before, or half an hour if not.
