I don't see why not.  Also, you can always try it and see. :-)

scheme@(guile-user)> (define-module (#{0}#))
$1 = #<directory (#{0}#) 40f0e322bd0>

Seems to be working!

Of course, it would be a very unusual thing to actually do this.
