system: Use "@" to refer to the 'shadow' package.
    Reported by Mark H Weaver
    at <>.
    * gnu/system.scm (%base-packages): Use '@' for shadow. This fixes an
error on Guile 2.0 where 'shadow' alone resolves to the (gnu system
    shadow) module.
