* gnu/packages/chez-and-racket-bootstrap.scm: ... this new file.
* gnu/local.mk (GNU_SYSTEM_MODULES): Add it.
* gnu/packages/emacs-xyz.scm: Adjust imports accordingly.
* gnu/packages/loko.scm: Likewise.
* gnu/packages/racket.scm: Likewise.
