[bug#53461] [address@hidden: Rust CVE]

[kiasoc5]

mrustc v0.10 was just released, and can bootstrap Rust 1.54. It would help to 
update mrustc first, then we can try to bootstrap 1.59 from 1.54 and hopefully 
save some compile time :)
