The default value is wrong when cross-compiling, so at least
temporarily, the shebang will be wrong.  However, %standard-phases has

(phases ... install patch-shebangs ...)

so after the 'wrap-parole' phase, 'patch-shebangs' is run, and this
phase will correct the shebang.
