[bug#56961] [PATCHSET] Add senpai

This patchset adds the Senpai <https://git.sr.ht/~taiite/senpai> IRC
client, along with its prerequisites.

Note: This patchset includes packages that already exist in certain
other patchsets:

  go-git-sr-ht--emersion-go-scfg: #54882
