This is not necessarily true. If there were a shell (probably mainly
for shell programming purposes but not necessarily for interactive
use) that is faster than bash but mostly compatible to bash, why
wouldn't it be beneficial to anybody currently using bash.

It all depends on what you consider "mostly compatible" and where the
"simplifications" are. There are several existing shells with fewer
interactive features and fewer programming features than bash that run
faster in many cases. The intersection between those shells and bash is
the POSIX-conformant feature set.

After all, many projects start with personal hobbies and eventually
turns into something influential. You just never know what could
happen.

That's true. The question is whether or not people want to scratch your
personal itch.
