Exception: STATUS_ACCESS_VIOLATION

I am running bison utility ver 1.25; I have cygwinb19.dll installed; and
bison.simple is in the c:\cygnus\b19\shared folder.
I get this error when running the bison.exe on Windows NT or 2000 in a CMD
Window.
I have taken over this project from someone who themselve was not 100% up to
speed on Bison.
Any help or pointing to the right direction would be greatly appreciated.
