Do you want to work on the Bison source itself, or just use Bison in your
own programs?

If the former, look at the TODO list (if there is one) and pick something
which you are interested in, and think you can handle.  Discuss it with the
people here, and then implement it.  Send your patches here for comment, and
possible merging into the main tree.

If you just want to use Bison in your programs, read the manual, ask
questions here, and use it!  No need to sign a membership form.  <grin>
