How to get a warning if a file is missing

I'd like a warning if /usr/bin/vim doesn't exist on any Debian system
I run.  I tried:

files:
    debian::
        /usr/bin/vim action=warnall

(the Debian class is defined for me by the Debian cfengine package)

cfengien -v logs:

Checking file(s) in /usr/bin/vim
cfengine:squeaker: File/directory </usr/bin/vim> does not exist!
cfengine:squeaker: File/Dir /usr/bin/vim did not exist and was marked (warnall)

however, no warning is shown.  I wonder how I can get a warning
printed without dropping down to a shell script.

I'm using version 1.5.3
